Dzung Trieu Law firm_Haikou City of Hainan Province, China published on its website on May 11 "the Announcement on the management plan for the fishing holiday season in the South China Sea Region in 2011" effective 12 p.m May 16 through 12 p.m August 1, which covers some area of Vietnamese waters.
In response to questions from the media concerning this announcement, Vietnamese Foreign Ministry Spokesperson Nguyen Phuong Nga said:
Viet Nam has indisputable sovereignty over the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos, the sovereign rights and jurisdiction for her exclusive economic zone and continental shelf under the UN Convention on the Law of the Sea 1982. China's unilateral implementation of such fishing ban in the East Sea is a violation of the Vietnamese sovereignty over Hoang Sa (Paracel) archipelago, sovereign rights and jurisdiction for Viet-nam's exclusive economic zone and continental shelf, violating the Declaration on the Conduct of Parties in the South China Sea (DOC), further complicating the situation in the East Sea. The Ministry of Foreign Affairs of Viet Nam met the Chinese side to lodge its protest against such act.
